Are the outlines around the tail meant to portray a wagging motion? I get confused with this sometimes as other artists I've seen have an alternative of just drawing the curved tip, but this way makes it alot more noticeable.

Yeah, it sort of symbolizes motion. It's sort of done in older cartoons mostly I suppose. Another way of portraying it is having a bit of a faded limb/body/whatever in "motion" as if to display where it was before.
