Reminds me of a Buizel or a Floatzel. That, or may not be a fully evolved one, or one that isn't used a lot by people who battle, as I tend to be more familiar with those ones. Wouldn't be such a problem if they are now at 649 pokemon ~.~

Mm, musta been the hair on the head that threw me off. I tend to not recognize stuff that isn't just like what they were outta the games, aha. And also adding details too, since Pokemon usually look really basic, even in their animated form. That guy just has like two pointy stubs in Anime now that I try to think back to it. But after relooking at for a minute more, it does look like a more detailed Dewott that has pants

But like I said, unless I have grown attached to one, I tend to only remember the ones used for battling often, and neither him nor Samurott are =p
