Story? Got one on fast XD

Long story short: This is experimental Jolteon. It was used as "guinea pig" for some test but it ran away. Some dude/girl found it and adopted but wasn't aware what this Jolt can do. Later on person discovered that Jolt can't control its power, sometimes it used too much power and sometimes even none. So person went to lab and they created for it this collar that can drag power out or lower it to keep it balanced. Antennas can move so when its laying on ground, it wont break.
