They're made with Perler beads, which are little pastic beads you melt to stick them together. I can make any generation, yes. :) Though these little mini-sprite versions aren't available for Gen5 Pokemon yet, so I'd have to use a menu sprite instead, or do a full size sprite.
Price depends on the size. They start at $5 each, and most mini sprites like these, or menu sprites, will be $5. The full size game sprites and sprites of larger pokemon cost more though, they run up to around $30 each for the really big ones. Shipping to NZ would be around $3 per sprite.

There are 5 beads/pixels per inch. :) So you can do the math on any given pixel size. The ones pictured here are 3-5 inches tall. http://www.furaffinity.net/view/3387040 may also help give you some sense of scale, the sprite I'm holding up there is a quite large one.
