Oh yeah, it's called Tsundere in anime and is fairly common among the young folk that don't really know how to show true feelings. This particular comic is referencing Hey Arnold, which is one of the most unique looks into this character trait. Helga ranks among the top, if not #1, deepest characters ever created for a cartoon. My initial reaction to you comment was confusion, because Helga Pataki is anything but cliche.
