When the Fallout project escaped from Vault 72 its director understood two things; whoever was responsible would pay, and he needed a new pair of pants. The escape of such an experiment wouldn't have been a disaster were he not the soul resource of the FEV mutagen inside his very blood stream. To make the problem worse, by the time they had located Desmond he had already come under the loving care of the Keibin family. Vault 72 had neither the knowledge or capability to contend with powerful kitsunes and demons just to extract one fuzzball.

Thus the Turma project was created, electing one of the vaults engineers as the base. She was due for retirement anyway...

Sally was created for a simple plan; infiltrate the Keibin mansion, win over Desmond's trust, and lead him right back into Vault hands on a silver platter. They'd restore her humanity and she could spend her young life growing old rich on a tropical island. That plan was too easy to accomplish. She was just another 'escaped' lab experiment with no past, desperate to survive. Desmond embraced her like kin, even letting her start working on keeping his lab equipment repaired while helping to invent some of the more complex mechanisms to his unorthodox science. She didn't even have to try; Desmond was too friendly, too trusting, too....cute...

And then Sally fell in love with Desmond. Not long after moving in the lie became truth. Humanity be damn, Sally severed all ties with Vault 72 and is currently second on their bounty list. She couldn't be happier for it, but doesn't want to tell Desmond any of that. It would just give him more problems to worry about.
