Well, one of the factors was that Rouge was voiced by Kathleen Delaney on Sonic X and Rouge's voice on Sonic X sounded similar to Kathleen Turner's voice for Jessica Rabbit.

Yeah, but personally, I think Kathleen Delaney's voice for Rouge on Sonic X really brings out the sexy in Rouge.
