The artists could've chosen a better outfit originally, as an elite police officer and considering her tough woman personality, I cant imagine her wearing anything impractical for combat situations. Even the catsuit in Resident evil 5(game or 4(movie) would've been a better pick. Ada suffers from that issue too.

in RE 3 while you pic up some article there was one about people questioning about the Arkley mountian incident almost like they didn't believe it, in fact if you look up Episoide 2 or 3 of Retrospective (which is a document and a summery of the inside of Resident evil) they say even though those 4 people were fitness of the arkley mountain, they didn't believe it was umbrella's fault or at least they didn't stood up against them. and remember wesker was in STARS not to mention even the chief in comander was with umbrella and was being paid for minor work... it could be possible he dissmiss all four of them.
