Post-Gene Wars, Quebec is a separate nation; the only French-speaking nation in North America[1]. However, because they do not consider themselves the same as France, they chose to remember the Canadien part of their heritage by echoing the old Canadian flag, replacing the maple leaf with a fleur-de-lis and changing the red to blue. The flag maintains the same proportions as the old Canadian flag.
[1]While it's quite possible the Cajun people of Louisiana are still around, Louisiana is part of the HCKNA, not an independent nation. Also, given that France is part of United Europe, Quebec may now be the only sovereign French-speaking nation in existence
