Anything that can record the screen will let you do something like this. This was ripped off of livestream and converted. Recording it yourself is probably easier, it's just converting to gif that's hard. :)
I used HyperSnap ages ago, and it works alright. FRAPS should work alright as well I think, even though it's designed to capture games I'm fairly sure it can capture the desktop as well. Sadly, both are around $40. If you have video out and a video capture card you can run your monitor output to a VCR and capture it. It's easier if you have a DVD recorder, since you can skip the capture step... just rip the DVD. :)
