I had classes on the actual evening of Halloween this year, so as to not have the day be a total loss I decided to Fursuit around my college's campus for a bit before class.

I'm not a student at the local college but I wonder if they would let a visitor fursuit on Halloween there? It's been ages since I've been to college so I don't remember if they require everyone on campus to be student or not, unless registering? Someday I'll get the courage to ask, yes, I'm a cowardly lion! (insert Bert Lahr voice from the movie).
I could not think of a single place I'd be allowed to fursuit for Halloween and could not find any events in the area to go to!
But then most of the FA community says I have to have a handler to go fursuiting anywhere! *sigh* Still wish I had thought of going to the college that day! I just can never suit more than once a month!

Yeah I had a pretty good time that day, though I did end up running late to class since I forgot to factor in time to get back to the car and Desuit X-D
As for your questions:
If it's a public Community college you're talking about, then no I don't think there's any requirement to be a student to be on campus. It's public property afterall. Just pay attention to the possible requirement for a parking permit if you drive and park at one, and then be nice and obey campus security if they do show up, (They never did in my case and probably won't unless there's a problem reported).
As for a handler.. really it's advisable to have one for your safety and the safety of others. However it also depends on your knowledge of the area, suiting alone isn't absolutely forbidden. I myself have fur suited alone, it was in an area I knew well (my neighborhood) with not to many people about, and I didn't experience any problems. Important thing is to continually be aware of your surroundings and again know if the area is fairly neutral or can be rough.

Harking (barely) back to my college days, on campus seemed hardly 'rough' but then times have changed! And teenagers are said to be the biggest problem for fursuiters if I'm not mistaken.
My problem is I cannot think of anyplace where I can fursuit w/o a bunch of children around, which is when I really need a handler around but don't have one. Places like parks, all of them around here have playgrounds so there's always kids so it's rare to be able to go to a park.
Yet on the rare occasion I've been by myself, I've not only not had problems but with encountering folks it's gone well and often very enjoyable! And fursuiting can be non-verbal too! It mostly was at bowling for example except when I "opened" my big mouth! He, he! And with more practice I can handle most situations quite well.
I just have to overcome my anxiety. The anxiety keeps me safe but prevents me from doing very much. I remember my old college (Santa Rosa Junior College) knew (before furries though) a tremendous number of places great for fursuitng and that were safe to do so plus it was a beautiful campus worth a long walk. Fursuiting gets me out of the house and out for a walk which is another reason it's so important for my mental health (etc.).
So I'll investigate to see, I never could remember that stuff and am a stickler for obeying rules. High Schools are closed campuses, that much I know (not to mention a 90% chance of being assaulted as an example!).
Not being able to fursuit on a whim (or at all for that matter) or find friends has tanked my depression. I need to yank myself out somehow. So I'm fleshing ideas and fursuiting on Halloween is a very good time, I just did not know where and a college campus seems like a good fit, pity I don't have a photographer to go with me though. It's neat being "photogenic"!

been there plenty of times. used to go up there even when i wasn't taking classes to walk the little trail along the creek. and/or the library and dining commons. haven't been since the moved the bus stop to way the hell out on the street, which i won't go into how much that annoys me that they did. i guess they felt they had to make one move in the wrong direction to compensate for one move in the right direction putting up the solar panels. first time i took classes there i was living in auburn and sierra operated its own bus from there and it was free. i used to love all college campuses, and to hang out on them, whether i was taking classes there at the time or not. last ten years, since all this anti-terrorism nonsense i've been paranoid to do so.
