The companion piece to Cobalt's Winter Coat.

Cobalt put on his gender transformation collar for the first time after his winter coat grew in, and upon removing the collar she discovered some very important facts. Apparently the (admittedly somewhat defective) charm in the collar has an exponential effect on her fur growth.
With the collar OFF, female Cobalt's hair grows six feet per hour and her feathering fur and tailtip fur grows six inches per hour. Even her goatee grows, at a steady rate of three inches per hour. Normally female Cobalt's goatee does not experience abnormal growth. This picture shows what she looks like after approximately one and a half hours with the collar off. (Cobalt insisted her goatee be trimmed before taking the picture, to better show the bell and frock coat.)
With the collar ON, Cobalt's female form is stable. Which means she won't become simple-minded, succumb to goat instincts, and be unable to speak in anything but bleats. Additionally, the collar hinders the extreme growth rate of her fur and hair. Her hair only grows one foot per hour, and her feathering/tailtip fur one inch per hour. The goatee only grows three inches a day.
Her hair, if allowed to grow to the floor, is so thick that it can engulf her entire body in a blanket-like shroud, keeping her warm at extremely frigid temperatures.
There is no limit to the length at which female Cobalt's fur and hair grow. Fortunately, because Cobalt doesn't remain a female for longer than a day at a time, this has not presented her with any serious problems. She may be forced to avoid very long trips outside of the house, since at some point she might need to run home and trim her mane.

In some ways. She wouldn't have to worry about a 20+ foot beard, for one thing. But the longer she stays in female form, the harder it is for her to concentrate on changing back to normal. But almost all hair growth is greatly increased from her male form, even with the collar on. (Collared female growing hair at 1 foot per hour, uncollared male growing hair at 6 inches per hour.) So it's give-and-take.
Honestly Cobalt probably sees this as incentive to retreat to his female form more often to ENJOY the rapid growth, not avoid it.
