Jervis Tetch aka the Mad Hatter.
In the years where comics were so simple to create and everything could be eeither a villain or superhero, the mad hatter was no exception, today people consider him as one of the worst villains...as in not threatning, not likeable, pathetic or just plain for laughs, i also had teh same idea of the character, but then after reading a comic of him, a small story i felt like this is a casual human like villain, well i mean nobody out there dresses as a character of Alice in Wonderland, but the point is his obsession and psychotic mind, a man who said he spent all his life alone, but not because he didn;t had friends, he was over obsessed of the character Alice, since he is a schizophrenic he jumped out of reality and began to talk and act like the character the mad hatter, to me i have a fascination of the character and also a dislike of him, i mean a guy who is short, wearing a ridiculous mad hatter suit doesn;t make him threatning, but his motives are, this pic has to be my most fav of all the bat villains i made, so good i will edit and make a human version for the fans.
To me this scene represents how sick, sad and just disturbing the character is inside his little world, so maybe he is the worst villain but his background story and personality is what makes him frightning.

I remember the original TAS episode for this, since I've never been someone for comics that aren't Atomic Robo or The Doom That Came To Gotham. A guy who just wanted a girlfriend and to be lost in his Alice in Wonderland references. He is one of those villains that seems like his card can only be played very rarely, or else he'll lose much of the reason he even became a villain, which TAS recognized. He only had two episodes.

I suffer similar issues except I dont act on my delusions.
I recently saw him again in Arkham City and fell right back in love with the man.
Ironically, despite my fail in the psychiatric department, I am in love with Jervis and Scarecrow.
Both are in fields I wish I was, but have gone terribly mad.
But we're all quite mad.
