Interesting concept but you also need a secondary scapulae or some kind of structure that will hold the muscles firmly without them taring loose with strong winds or even holding up the body.

The upper ridge of the shoulder blade would serve that purpose I should think.

If thats the case every time the wings move it would manipulate the arms somewhat. even though its not possible physically for an anthro it still a cool concept :)

Ah, but think about it. He would look like he's rowing. Or, he'd hold his hands against his chest and look like we was shrugging when he beat his wings.
