I did this a bunch for my photography assignment last year. you get a camera that has the ability to have the shutter kept open, put it in a dark room, open the shutter, and play around with some coloured lights. It gives the really awesome effect where anywhere that you move a light, it shows up as a line. That will have been what he's done here, and I'd bet money on the fact ^^
