Yes, its exactly what it looks like. A fully functional water fountain where you stick your head in the Lion's mouth. All I had was my pocket camera and no tri-pod; otherwise I would have made it a self portrait to demonstrate.

Where was this taken? I saw a similar one (in very poor condition) in front of an antique store in Manhattan yesterday
