Before you say it, yes I am aware that electric types have an advantage over flying - haven't you people ever used a pokemon with a type weakness to defeat an opponent? It's a flipping five foot psychic owl against an electric rat. If we assume it's hunting at night it has a further advantage. It's not exactly impossible.

The funny thing is, this would probably actually happen in that world. They never really come out and say it for fear of traumatizing kids I suppose, XD. I also assume humans would raise Pokemon to eat too, unless in any of the newer games people own livestock O__o;;

IT HAS SUCH AN AWKWARD AND UNPLEASANT DESIGN. There's no black on it apart from ear-tips/eyes and no red apart from the cheeks. The colour scheme in awkward and unbalanced. It looks like a clown! Everyone jumps on Oshawott for that and then somehow MISSES when the main mascot has the same problem!
:X Except a Thunder would basically still kick it's ass if it's special atk was high enough. Unless the Noctowl had high enough special defense to withstand it and then maybe Hypnosis it unless it managed to get a clean sweep on it on the first turn anD FFFSSSDDSFARGEG LFLFARRRBLLGFGGHGHHHGH

As stated, I am aware of type advantages/disadvantages. But if you want to bring it up...
The noctowl is named and, given the shell bell, clearly owned. For all you know the pikachu is level 9 and wild and the noctowl is (assumedly) at least level 20, the level hoothoot evolves. That said, the character Era is, at last check, level 62 (as stated here: http://www.furaffinity.net/view/5312824) which still puts her well above the average level of trainer-owned pikachus in the games. Even if we assume they're similar in level, Era's moveset (last specified here: http://www.furaffinity.net/view/3721813) does give her hypnosis, which would remove the pikachu's ability to use thunder. While if at the same level max stats with a neutral nature do suggest the pikachu might be able to attack first, Era could easily survive the first hit to use either hypnosis or roost. Then there's the shell bell, which heals the wearer a little each time the wearer inflicts damage...

Sorry if I seemed a bit belligerent or something. XD I'd say the same for a Goldeen too (also I hate Charizard. Blastoise >:X!) - even though I have no love for it nor Pikachu really. Still, that basically clears it up all nicely!

Technically noctowl is flying/normal - it just learns a lot of psychic moves. This actually proves pretty handy though as normal's only weakness is to fighting, which are easily dealt with using the psychic attacks. If it were psychic it would gain a weakness to bug/ghost/dark.

Pikachu pushed away the Thunderstone when Ash tried to give it to him before fighting Lt. Surge for the second time.
I personally hate Raichu because of its incredibly high-piched SYAA-EEE-DARNK call in blue and red. Also because Lt. Surge's was really freaking sadistic.
I love Pichu though. Fast little sparkballs.

Ah well. Pokemon's gotta stay the same for the new kids who don't have the same background info as all the ADULTS who still engage in the franchise (Myself included).

Pokemon stopped making sense when Red's Bulbasaur used razor wind to inhale a Gastly into its bulb and then used solar beam to spit it out of the left side of lavender tower (and destroying 200 sq. ft. of CONCRETE and GLASS), which was covered in mist, OBSCURING ALL SUNLIGHT.
