Hera and Mellisa dressed as Cat woman and Black Cat, by the looks of things they lost a bet with Ms. Rayne. Probably a trick or treat bet, Ms. Rayne won easily because she has such an adorable son and got a ton of candy, but Hera couldn't go because she's scared to leave Wackyland at night and Mellisa's a ghost so she scared everyone before they could give her anything.

Hera isn't to happy to be near a monster ghost dog or any dog for that matter but as Mellisa IS a Ghost and Ms. Rayne assures her Mellisa won't hurt her, they've developed a bit of a bitter Frienemy sort of relationship.
