I wanted a sea horse rubber like creature
she was inspired by the pokemon kingdra who I gave a blue eyes white dragon back head part to and decided at first her legs would be more animal like and she had 3 toes. Today she has 2 toes and her legs stand like a humans.

so in a way you can think of pucker as a blue eyes white dragon mixed with a kingdra that has rubber like skin.
