For an assignment I had in a class. I was going to animate the hair, but I had the choice of either doing a a ton of layers in order to make it NOT look like you're high waving a hand in front of your face, or doing a few not having it not really move..... so I chose neither. The stars sparkle and the clouds poof and he blinks. Good enough for me *nod*.
Done in Photoshop CS4 with way too many layers.
