I see a lot of caps, a lot of resistors, a dual 555 timer, and what looks overall like some kind of motor controller.

Dead on, it's a H-bridge with a dual 555 to control speed by PWM. The BJTs are just there to source and sink current really, caps are for a time delay to slow down the motor between transactions. (It may or may not be used with my hitachi for some other kinds of fun.)
