A santa hat pattern is just a cone -i'm sure there are free ones online - but to make the ears stick through I think the easiest would be to just make the hole a tiny bit smaller than the base of the ear. The tension of the elastic should keep it from falling out of the hole and you don;t need to pin it or anything. Though I've not tried it :p
