This is how I draw heads. This is a typical canine.

What is not shown in this tutorial is how to make different expressions, but that will have to wait for another tutorial. Eyes, eyebrows, and mouths are the most expressive parts of the face (ears included when it comes to furries), but the eyes have to be the most expressive part. Changing the shape, direction, or size of each expressive element of the face will always make a big difference when making different expressions.
