I take a My Little Pony, remove the hair, run wires through for the bits that will stick out for support (wings, tail, horns, and cheek fins), run a wire mesh "skin" over the bits with a lot of surface area (the wings in this case), and then use a two-part epoxy clay called Apoxie to sculpt with.
After the sculpting, I sand it down a lot so the transitions between pony and sculpture are smooth, and paint it in acrylics. I clearcoat using a water-based varnish.

Some people use different tactics, some of my older works were made with sculpey over the ponies, but sculpey is fragile even once it's baked, and sticking a vinyl-based pony in an oven is a nerve-wracking experience. I vastly prefer apoxie, which once fully cured is pretty sturdy (not sturdy enough to be given to a child to play with, but sturdy enough to survive shipping and small drops).
