I always thought it was part of their culture to dress like that, sort of like how tribes do. Or that Robotniks pollution caused the planet to become so hot/hummid that clothes became an impractical hindrance. Unlike most Sonic chars, she has a full body coat. I wouldn't want to wear much in 120+humidity heat either.
