This is Fenrir, bound with the enchanted thread ,glaring balefully up at the night sky from his cavernous prison, awaiting the day he can extract his revenge against the gods who trapped him.
You can barely see an outline of a stylized Hati in the sky, chasing the moon.

He bit off Tyr's hand, yes, and afterwards, when Fenrir realized that the gods were going to leave him there, he started to howl -- so one of the gods took his sword and rammed it through Fenrir's lower jaw, so the the tip stabbed into his upper palate and forced his jaws open. "From between his jaws a river of slaver poured, and this river is called Von, Expectation, for Fenrir spills it in expectation of his revenge at Ragnarok."
I'll have to check my copies of the Poetic and Prose Eddas for confirmation, but I'm _sure_ that's what happens.
