Hel was the daughter of Loki, and sister of Fenrir and Jörmungandr. When Persephone retired, she felt that Hel would be her perfect replacement, and thus Hel became the second god of Hell (she is one of those people who was named after the place she was born in, but you know, one less L to make it not the name of a place)
