Yeah, yeah... I used a VERY famous template. However, I did not trace the stuff. In my inital drawing found here I did. But here it was all for the freehand and shading practice.
I really tried to keep the details close to the Chris Redfield original. But I think I failed badly. Honestly I cannot think of own ideas these days. Work is keeping me too busy, even on weekends.

Why "Persistent Mutant Pokemon" (PMP)? Well, Arkanus cannot be caught, due to his atomic charged blood. No matter what type of pokéball is used on him. This is too why I used blue border around the writing.
In generell, when Arkanus left the artifical island where he became "the mutant" he freed all captured pokémon in the cages. (emblem detail)

He does NOT use a weapon against the usual people. But maybe against those who use pokémon for evil...

(by the way... Arkanus never learnt to use weapons -_-;; )
