Because of his "nose" [actually called a cere]
In most budgies, aside from those with colour mutations, male budgies have bright blue skin around their nostrils.

Have a TON of patience with hand-taming your budgie. It won't happen in a couple weeks!

thats generally true, but not always. There are instances of females having that marking. The only REAL way is to pay a lot of money and have a feather examined by the correct experts.

I've nver heard of a female budgie having a bright blue cere.

lookit the color of the beak. can't remember right now, but seeing as it is blue, you likely have a male. If it sings and whistles that is another indication it is male. Females have a tendency to make mad budgie noises more often. poor thing looks scared,hehe
