its like chainmail, in a way, kind of, maybe.
It is made of metal scales woven together with rings in a way that looks like scales.

It's Scale on Chain Armor or Scale and Chan Armor. Looks like it is maybe a jewelry version (I dunno if it is armor quality or not, but I doubt it) of Roman Lorica Plumata:

whether or not its armor quality depends on the scale material, and the backing. the stuff shown in the pics is indeed just for show, being made of brass with no backing, but they do sell scales that are made of materials that could be used for armor.
And I just realized I just reiterated what you said. I that I misinterpreted your original post.
On another note, the vest shown in my link looks like it would be quite uncomfortable. It looks like there is no backing, which means you'd have metal rings and scales rubbing up against your bare skin.

I would say it would greatly depend on how it is put together!
