Its an old show. I think they still show it on HBO family not sure. Usually the icon you made sorta reminds me of the animal animation of this show.
Its really interesting how its made cause what they did was take hundreds of pictures of the girls face but each one is different. Pretty much like a stop animation (I think that's what its called xD)

Lol! That was amusing. It looks vaguely familiar. Interesting style of animation. It's animated in pieces (only way I can describe it) which is also how this icon is animated. Instead of everything being redrawn frame-by-frame, the limbs, head etc... are all different pieces that are just moved to make the character move. It's pretty common but that Angela Anaconda show is a good simple example.
