Phoebe was a cloning attempt with the DNA of Samus, Ridley, and Metroids by the pirates to try and create the ultimate weapon. It was too much of a success as the created hybrid had too much willpower of its own. As they tried to implant mind controls and false memories into the specimens brain, she awoke and broke out of her stasis and went on a rampage before escaping. Her 'father' was on the space station where she was being grown so they both fought as she made her way to the escape shuttles after activating the self destruct sequence. She dealt a fatal blow to Ridley, but not before her arm was damaged beyond repair and she escaped just before the station was detonated, destroying everyone on it and the research to her creation with it so there wouldn't be another.

A half hour after escaping, she encountered Samus' ship, who was coming to investigate and destroy the research station herself. She caught the clone and brought her to the federation, where they learned of her origins. After testing her intelligence and morality, they decided to give her a new arm that connected to her nerves and transferred her blood through it. Then, after keeping her in captivity for some time, paired her with her 'mother' so that she could look after her and ensure that if she was a threat, Samus could quickly kill her. She was surprisingly co-operative during this time, possibly because she had nowhere else to go. She then gave herself the name Phoebe Ourania after some research into names and their meanings during captivity.

Samus could barely tolerate Phoebe due to her looking too much like her father and wanted to interact with her as little as possible, while Phoebe wanted to learn more from her mother as she desired a parental figure due to being 'born' not too long ago. After some time, they landed in an old Chozo ruins, where they came upon an old suit technology from them. It was then that the two learned that Phoebe was compatible with the Chozos technology due to her copied Chozo DNA and gained a suit(and zero suit) of her own. The hybrid then decided that she wanted to be a hunter like her mother, much to Samus' displeasure as it meant she had to spend even more time with what she saw as a monster.

After months of spending tense time together, the hybrid encountered Ridley once more on a planet bound pirate base after the two were separated. There, he bragged to Phoebe about how much of a 'success' she was and wanted her to join forces with him, having a pinned Samus as leverage. Even though Samus could barely tolerate her cloned daughter, Phoebe grew to deeply care for the woman she called mother. So she gave in to Ridleys demands, and was quickly knocked unconscious and taken off world. On a distant planet, she was tortured day in and out to discover her limits and unlock her metroid abilities. During the weeks of torture, they unlocked her primal instincts and hunger, learning that she can absorb energy exactly like a metroid through her hands and mouth. Many pirates lost their lives testing these features. She only managed to escape when Samus finally came to rescue her, helping her break her confinement and kill Ridley for a time. Samus admits she felt some sort of emotional link to Phoebe during their time together and that she wasn't expecting the hybrid to actually give herself up so she could live. They destroyed and escaped the facility together, a new understanding between them.

Their relationship was still rocky, but the bounty hunter started to care for her cloned daughter and slowly opened up to her, teaching her all she knew. Eventually, Phoebe got her own ship to explore the galaxy on her own. They still talk and go on missions together from time to time. Phoebe grew to deeply care for her mother(possibly more then one should) and will always be by her side when needed. No matter what.

Phoebe is Greek for bright/radient. Also a by-name of Artemis based on what I read. Ourania is Greek for heavenly and is the name of the goddess of astronomy and astrology. Thought the name fit very well!
