What I learned with this was if youre using watercolor pencils and water soluble ink, then put the colors first and the ink second, or else the ater is jsut gonna smudge the ink. I am really digging the traditional media stuff, and I got a couple of watercolor papers left.

Another helpful technique is to use the rolled paper smudge sticks dipped in paint thinner. The late 
darkwolfie used this technique to good effect. :)
