I don't know what tier Altaria is currently in, but I doubt it's OU. Though, on the other hand, RU seems a bit too low. [DRAGON]/[FLYING] is quite a good offensive typing, but defensively it leaves a lot to be desired, I fear. I never used it, but I caught a Shiny one in Pokémon GO, so I've grown to like this line quite a lot.
