The Cult are a rather wasteful lot - whenever they upgrade the exoskeletons of one of their warrior castes all the previous generation exoskeletons are dumped in landfills and waste canals after they transplant the brains of their warriors into the new ones, and the same is true for those exoskeletons that have been damaged beyond military use. Not that the resistance movement minds since it gives them an enormous amount of dummies to use for target practice, close quarters combat, or even just venting frustration :P. This particular exercise Zooty and Tek are in (although there isn't a background :P) has the exoskeletons armed with shock batons or rubber bullet guns and suspended by a series of cables like puppets which are controlled by an outside observer.
