Tracey was legally deaf until 20 years old. Then he went through questionable Shift procedure and started hearing. It also had banch of very drastic side effects, like spontaneous transformation into large feral monster, but well... everything has a price.

He still have speech impediment. Sometimes forget he can hear and talk and start speaking with gestures instead of words.

Youngest of 3 kids. His father participated in the Vietnam War but was discharged due to injury. He has severe PTSD which affected Tracey's childhood drastically. Family didn't know why Tracy didn't react to the words until 3 years old and though he's just dumb and stubborn.
