Valerie's high enough in the organization that she has her own cadre of minions. I don't know if you've ever had minions, henchmen or goons but there are definitely both pros and cons to it. One drawback is they invariably turn into mouth-breathing morons the moment they sign the application form regardless of how much IQ screening you carry out.

And cut her some slack. Even 900 fathoms below the surface shit still flows downhill. If she has to put up with it, so do her redshirts.

(I hope they don't also wear red shirts. Maybe that's what she's yelling about.)
