For the water I just went with blue and black pencil dust over regular watercolors to get the effect. I enjoy TFs where the subject is forced to bulk up a little, so I'm a little fond of the bottom panel. He's actually becoming a sea lion, not a seal (though many people can't tell the difference.) I choose a sea lion because they have a slightly more humanlike anatomy.
