Context wise, this concept art depicts Griggs and Vaergas debriefing the garrison after their disappointing performance at the firing range. Griggs promises that he will make sure that anyone who puts in the time and effort wont fail; however, he also states that anyone who fails to improve will not remain in the garrison for long. This announcement inspires some, but causes distain from others.
