On the left we have the Charmeleon Mini-Skirt and Tube-top combo. The single sleeve (yellow with red flames) represents the tail, while the flick of yellow fabric coming off the back of the skirt does the same. It would just look weird with the flames on the tail.

Tiny wings on the back of the tube-top were a consideration, I can't be bothered re-drawing it again right now but imagine the outfit without them I guess.

On the right we have the Charizard Gown. High-Fashion, I guess, since it's not something you would necessarily wear. Anywhere. Ever.
