Most moths have to deal with bats. This unlucky moth has to deal with a radioactive bat. Life just isn't fair.

Sai is only about $50, so I would say yes. For $50 you get your money's worth. :) I can't say the same about most Photoshop programs, I'm afraid. ^^'
GIMP is free, and works very well, but it's a bit technical. Some people love it, others hate it... But it's capable of some very decent work.

I hear you on the glitchy bit, it played well enough on my laptop but when that crashed I stopped using it. Mutation Industries does some great stuff though. I got more than a couple of thier avatars for the sheer creepiness factor that i loved seeing in them. But that's just me.
