Strictly the dov are sexless beings of divine origin, though all the ones present in Skyrim identify as male and whether there are female dragons at all is a matter of debate since they are only mentioned in the French translation of one specific game. Fahdonmul considers himself to be male in reverence to his creator, Father Akatosh. He might be a little confused at being addressed as 'she' but it probably would not occur to him to be offended by it.
