The Scarlet Trio are the Young Captains of the Scarlet Ring, an Organization of Assassins who are the Extended Hands to "the Emperor" of the isolated realm of Meishin. A Former Warlord who is now trying to enforce Law and Order through Tyrannical means.
And as part of the Scarlet Ring, Arashi is well aware of his nature as a pawn in the Emperor's scheme.

He, along with Sakura and Raiga, form a deadly union of Brutal and Surgically efficient Kill Teams who dawn the names of Storms and Flowers.
Arashi wears a Cracked Oni Mask that reflects both his own internal and external darkness, with his exposed eye and scar being a reminder to his targets that he will be the last thing they see.

Personality:

Arashi is often focused, calm and observant. Preferring silence to guide him before speaking. This tends to make him seem cold and distant whenever talking to others. In reality, his state of mind is much simpler. For he is often driven by a goal or a purpose that gives him the strength to fulfill his mission.

And any time he is impeded from completing that personal goal, his passionate and vengeful emotions ignite.


Why does he chase Tsubaki?

To confirm something of interest to him. He and Sakura share a long history of working together. Her willingness to disobey and leave their Organization spurs his curiosity.
