The Tlakateko are not technically Dragons, nor are they beings of flesh and cells but the manifestation of literal fears and nightmares. While considered Sapient Intelligence: Able to Communicate, Have Identity, and make Plans, their minds are very Alien and are generally considered "Evil" no grey area about it. They akin to a Parasite who wants the being who created them to suffer and cause suffering in order to create more of themselves, and being born of Fear, they are very effective against the exact dragon who's fears manifested them regardless of how strong that Dragon would be fighting any other opponent.
Not all Tlakateko look the same as there is no standard for fear and sometimes two fears can compound on each other and merge into something greater, but generally they tend to have grasping claws in place of wings and another claw on their tail meant to clutch and restrain their targets. It wouldn't be good for them to just kill a victim when they could be better used to create more fear.
