Officially speaking, the Galarian government no longer operates no special detachments of its civilian or military intelligence services. It gave up much of its war-fighting capabilities, especially the espionage aspects, when uniting together with the other regions to form the modern fabric of the Pokemon world. After all, that nasty business of skullduggery and deception was so dishonorable and ungentlemanly, no wonder they would rather leave that darker aspect of their past behind to only be remembered in cheesy television programmes and corny action films.

And yet, the Galarian Parliament in Wyndon continues to approve of classified and redacted line items in their budget year after year, claiming regional security concerns that are beyond the need of the general public to know. A mysterious building in that same city, located on sought-after land along the riverfront, operates with seemingly no windows or signs, people swiping government badges to go to and from, yet never revealing who or what they work for. And tales circulate amongst the underbelly of the Pokemon world, of a disavowed section of the old Galarian Security Service Bureau that continues to persist to this day, a symbiotic entity lurking in the shadows, fighting off threats to its host, using any and all means necessary to accomplish its enigmatic goals.

If this organization were to exist, one of its members would definitely be the woman identifying herself by the codename "Whisper Six", or better known by her most-used alias, a patently false and outright absurd moniker of "Chastity Loste". Possessing over a dozen different identities across Galar, Unova, Kalos, and plenty of other locations, she is a mistress of disguise, hiding her signature purple stylings and Goth-adjacent fashion sense when needed to assume any number of roles or personas thanks to years of training. She even has access to cutting-edge gadgets and gizmos provided by her employers, and yet, that is merely scratching the surface of the arsenal at her beck and call, for the greatest piece of her toolkit is her mind, or rather, what it can do beyond pure thought.

For through black-marked papers decades old, various accounts given in secret after the fact, and other partially-declassified sources, a picture is painted of a most secret project, using the absence of its presence to disclose the shape of the hole it leaves in all of this information: Project Whisper. Psychic powers and their incredible potential are well-known to the world, and yet still so mysterious beyond a purely academic sense, especially in how they manifest in human beings, so it only makes sense that some organization might want to try and better understand them, if only to better harness their untapped potency. So it is believed that orphans from across the world that were flagged for their psionic gifts were gathered up in secret to be trained in utilizing their abilities, going through intense conditioning to ensure loyalty in addition to pushing them beyond what is safe to explore the limits of what it means to be psychic.

After years of this nightmare, only a handful of survivors remained in any meaningful capacity to be useful, and of those, the one called "Whisper Six", while far from the most powerful, seems to have come out as the jack-of-all-trades, with no specialty but instead having several powers at her disposal. Her telekinesis is usually reserved for lifting herself up to float as if under some other gravity source, or none at all, but can still bench-press as much as a bodybuilder if needed. Her telepathy is fairly short-range and tends to work best when grabbing surface thoughts, but added training, as well as time and focus, can let her infiltrate the mind of someone to extract what secrets they might be hiding. But her strongest of her powers is communing with Pokemon, convincing them to join her team through telepathic and empathic means, sometimes even turning disloyal members of her opponents' rosters against them.

Much about her personal life is unknown, as even that is kept fairly concealed from the public record. Whether she has a lover, a family, or anyone that she can share anything with is unknown, or even if she can form a relationship at all. Her devotion to the cause of the organization she serves is unquestioned, yet some speculate if that ever could be compromised, despite everything poured into ensuring she cannot be anything but an obedient servant. Maybe she herself has no idea what her true feelings are, so wrapped up in masks and false identities that there is no real person behind the labels others have given her. Regardless, she continues to take up missions and fight the good fight while the rest of the world remains totally ignorant of her.
