This is Paradise Lost, a weapon from Whitenight who is an entity appearing in Lobotomy Corporation, a monster management/sim game. This item also appears in Terrors of Nowhere in which you have to fight Whitenight's apostles to obtain it. It takes your health to charge up a blast of energy that stuns terrors if applicable. If the stun is successful, it blesses the user, giving them HP regen and damage reduction for a short time. This can also be used on teammates so it is primarily support, but the self defense aspect is nice too. I can appreciate the unique look as well!
A favorite of mine if I'm playing without a care/nothing to grind for. With this, I love being/embodying the sacrificial lamb, truly.
