I think the key about shading is you need to think about what level to do it to:
No shading = just flat colour
Simple toon shading = smooth lines of shade (almost like a vector effect)
Or high detail (which i think you were attempting in this...) in which case it would look much better if the fur underneath it had a texture.
Texturing fur: Apply random noise with related colours. Use the blur to cause the dots to become lines in the direction the fur would flow.
