His power is a bit complicated. Basically, he can use his own blood to apply a rule/command to a zone/a person/an object that anyone get inside/interact, including himself have to follow said rule/command
People will strong will can resist him~ but he has another power that let him silence and dispell other's power temporarily when he phyicallu touch them
