Yeah, he may have done things in the film that are deemed questionable and inexcusable, but we can see where he is coming from. Others said he is a dark reflection of Nick and Judy, only that those two had loving families to keep them on the right path, even if they were not always one hundred percent supportive, they were still loving parents. Pawbert had nobody to love him the same way, although we never had been told about the mother or what happened to her. If she was the only one who ever showed love to Pawbert, then she could have been forced to leave and not take her son along, or Milton might've had her killed to spite her and Pawbert, maybe lying to him all his life about her absence.
Indeed, he needs to atone, but I still admire his abilities. If he weren’t portrayed as completely villainous, he’d probably be a decent partner. I wonder if he’ll appear in the third installment—after all, in the story’s context, cats have an advantage when dealing with birds (probably).
It's interesting just how much this one character managed to become so liked by quite few people.
Maybe it's because at his worst, he is doing a thing that is wrong, but is also understandable. Funny enough, that what makes a proper villain.
If he ever gets redemption, I may not sure it will happen in the next movie, or if done properly at all. Another writer may not get what made him so appealing, so unfortunately, they might double down on trying to convince he is evil, for example.
But if I ever wrote him? I would make a spin off focusing on his own adventures, where he manages to break his family out, but in turn, ends up working with a bunch of people in order to do so. Before long, he manages to get what he needs, but doing so will break the heart of those mates...but this time, he would manage to see it.

Maybe it’s because audiences enjoy fresh stories and characters—the scene of him playing with the plush ball must have left a deep impression on viewers. How could such a cute kitty be a bad guy, haha. Whether he gets redeemed isn’t really something I care about, because even as a villain he has tenacity and execution skills that rival the protagonist’s. It’s just a pity that villains are destined to lose; in the later movie battles, the director was clearly biased toward the hero, even making plot twists feel very forced and unnatural.
