Hmm this seems like something Sam would do if he needed some sort of huge bouncy ball to sit on like when Spongebob inflated his hat to jump off a building and bounce on the ground and ride it down the street. Can't recall what episode that was, but it'd be a neat idea to see maybe a small comic or a rendition of Ralph and Sam, or Wile E and Sam involving something like that... Maybe Wile E/Ralph can inflate Sam as a payback for all the trouble they've been through x3.
